"Civil regulations" changed to "civil standards", GB 51348-2019 "Civil Building Electrical Design Standards" will be implemented on August 1

GB51348-2019 "Civil Building Electrical Design Standard" will be implemented on August 1, 2020, which means that JGJ 16-2008 "Civil Building Electrical Design Code" is invalid. Comparing the newly compiled "Civil Building Electrical Design Standard" GB 51348-2019 with the original "Civil Building Electrical Design Code" JGJ 16-2008 (hereinafter referred to as the "original code"), there have been major changes in the structure and main technical content. .


(1) Deleted parts:


1) Delete the thermal inspection and control of boiler room in Chapter 24 of the original code.

2) In the main text of Chapter 3 load classification, the content of "in the first-class load, the load that will cause poisoning, explosion and fire when the power supply is interrupted... should be a particularly important load" is deleted.

3) Chapter 5 deleted the 6kV relay protection content.

4) Delete the transmission system in Chapter 9 of the original specification and Section 9.8 Stadium equipment in the original specification.

5) Chapter 10 of the original code deleted section 10.8 "Requirements for various architectural lighting design", and its contents have been incorporated into relevant electrical design codes.

6) Chapter 12 of the original code deleted the requirement of 12.5.7 for the grounding electrode and the grounding conductor welding, which belongs to the scope of construction.

7) Chapter 13 of the original code deleted Section 13.2 System protection object classification and alarm, the division content of detection area, and the requirement that civil buildings with a building height of more than 250m should organize special research and demonstration during the design of automatic fire alarm system.

8) Chapter 15 of the original code deleted section 15.8, power supply, lightning protection and grounding, and moved its content to chapter 23 of this code, intelligent system room.

9) Chapter 16 of the original specification deleted the regulations on the classification of broadcasting systems and the mixing of FM broadcasting and cable television signals; deleted the regulations on the acoustic characteristics of the sound reinforcement system classified by the sound reinforcement system and the frequency division control method of the speaker system.

10) The chapter on energy-saving design of building equipment monitoring system in Section 18.15 of the original code has been deleted, and this content has been moved to chapter 24 of building electrical energy-saving related chapters.

11) Delete the inapplicable network technology-ATM in Section 19.2 of the original specification.

12) The system power supply, lighting, lightning protection, and grounding provisions in each section of Chapter 20 are deleted, and the provisions are unified in Chapter 23 of the intelligent system room.

13) Delete the chapter 24 of the original code on thermal testing and control of boiler rooms.


(2) New parts:


1) Chapter 24 Building Electrical Energy Saving.

2) Chapter 25 Building Electrical Green Design.

3) Chapter 26 Weak current wiring system.

4) Chapter 4 adds that substations should not be located in places with high requirements for electromagnetic radiation interference.

5) Chapter 5 adds relevant requirements for digital integrated protection devices and integrated substation automation systems.

6) Chapter 6 adds the content of 10kV self-provided diesel generator set; adds the requirement that the diesel generator room is installed on the roof of the building. Allow the generator set to be installed on the roof of a building or on the top of a podium of a super high-rise building.

7) Chapter 7 adds the content of the low-voltage power distribution system of super high-rise civil buildings; the relevant regulations for the setting of residual current protectors; the relevant regulations for the setting of arc fault protection appliances on the distribution lines.

8) Chapter 8 adds the limitation of prefabricated branch cable wiring length.

9) Chapter 9 adds section 9.7 AC charging pile and section 9.8 other electrical equipment (electric radiation heating, electric heating cable equipment, electric heating, electric drying, wet sauna room, lifting and parking equipment, window cleaner, kitchen equipment).

10) Chapter 10. Added section 10.4 emergency lighting content.

11) In Chapter 12, the grounding of AC electrical installations should be able to meet the requirements of power system operation and ensure the safety of personal and electrical installations in the event of a fault. It is proposed that ensuring the normal operation of the power system and personal safety is the most basic requirement for safe electricity use.

12) Chapter 13 adds the requirements for the location of the main fire control room and the sub-fire control room, and the requirements for their respective and mutual control functions; gives the recommended locations for the fire power monitoring points; newly added section 13.9 "Non-fire Selection of load cables and communication cables", it is clear that non-fire load cables should be selected for the corresponding combustion performance level.

13) Chapter 14 adds a section 14.11 Emergency Response System.

14) Chapter 15 adds the selection requirements of the sound reinforcement speaker system and the selection of transmission lines for the public address system.

15) In the call signal system design of Chapter 17. Section 17.2, the contents of the elevator multi-party call system and the public help call signal system are added.

16) Chapter 18 adds the content of the integrated monitoring system for construction equipment.

17) The 19th chapter adds the 19.9 wireless local area network content, includes the relevant design principle of the wireless network.

18) Chapter 20 adds information access system; digital wireless intercom system; digital microwave communication system.


(3) The revised part:


1) Major revisions, additions and improvements have been made to the load classification of Chapter 3 of the original code, and different types of buildings such as residential buildings, office buildings, and transportation buildings (such as urban rail transit stations, maglev stations, subway stations, etc.) have been added. The load classification of, supplements the fire load classification of different types of buildings such as high-rise buildings, super high-rise buildings, theaters, stadiums and traffic buildings.

2) Section 9.5 of the original specification for automatic doors and electric rolling doors is changed to 9.4 automatic revolving doors and electric doors, electric rolling doors, electric retractable doors and windows.

3) The down conductors, special down conductors, and special down conductors of lightning protection devices in Chapter 11 of the original code are distinguished and corresponding requirements; the minimum separation distance between lightning protection down conductors and metal objects or lines The calculation formula of Surge Protector has been revised; the material and minimum cross-sectional requirements of the lightning protection device have been revised; the installation of overcurrent protection devices and their performance on the surge protector line has added corresponding requirements.

4) The grounding requirements and grounding resistance of Chapter 12, Section 12.4 of the original code were revised according to the relevant requirements of IEC60364.

5) The original Chapter 13 fire alarm system is renamed as building electrical fire protection. The revised content makes up for the shortcomings of the original code.

6) Change the residential (community) security protection system in Chapter 14 of the original specification to a visitor intercom system; Section 14.10 linkage control and system integration is changed to a security integrated management system, making the entire chapter more complete and accurate.

7) The original Chapter 16 broadcasting, sound reinforcement and conference system of the original specification is changed to a public address and hall sound reinforcement system; Section 16.3 of the sound reinforcement system is changed to a hall sound reinforcement system.

8) The computer network system in Chapter 19 of the original specification is changed to an information network system.

9) Chapter 20 has made substantial revisions and supplements to the content provisions of the multimedia teaching system. content include:

   ⅠDigital interactive language learning system;

   Ⅱ Multimedia general classroom teaching system;

   Ⅲ Multimedia classroom teaching system;

   Ⅳ Computer network multimedia classroom teaching system;

   Ⅴ Design of interactive multimedia classroom teaching system, etc.

10) The computer room of electronic information equipment in Chapter 23 of the original specification is changed to an intelligent system computer room, and the scope of application is reduced to various intelligent system equipment computer rooms, monitoring computer rooms, management computer rooms and inlet rooms commonly set up in civil buildings (groups) , Weak current room, etc.
